Study on the Impact of the European Commission’s Social Business Initiative (SBI) and its Follow-Up Actions

The purpose of the study will be to provide the commission services with a comprehensive, evidence-based analysis of the impact of SBI on the development of social enterprises and their operating environments both at national and EU level.
The approach of the study should be broad and the impact should be defined by the key objective: creating enabling conditions for the development of social enterprises. The study should cover a range of different types of social enterprises. The study should also contextualise this core focus by taking into consideration other parallel and linked developments in the broader business environment, mobilising business towards social and societal impact such as Corporate Social Responsibility (CSR), B-corps movement, non-financial reporting of companies, etc. Similarly it would take into consideration developments in ethical and social finance and impact investment.
