In accordance with a request from the European Parliament, the Secretariat General of the European Commission (‘the Commission’) has the specific task of implementing a pilot project entitled ‘New technologies and information and communication technology (ICT) tools for the implementation and simplification of European citizens’ initiatives (ECI)’.

In this context, the Commission will build an online collaborative platform on the ECI that offers support and advice on preparing initiatives. It shall help citizens interested in starting an ECI to find partners in Europe to form the required organisers' committee, formulate the content of their initiative in collaboration with more experienced participants, prepare campaigns, get funding, learn about best practices from other organisers and exchange experiences. The Commission will build and make available the platform's IT infrastructure. Preparing the content for the launch of the platform, running and promoting the platform, as well as contributing to its further development are the subject of this call for tender.

The platform will provide a news and discussion forum; i.e. online discussion and blog articles on ECI topics with a view to fostering interaction between members of the ECI community, information and best practice exchange, partner identification, etc.

The platform will also provide a helpdesk, which will consist of 2 components, i.e.:

1) a learning space providing guidance materials and an online course on relevant aspects on an ECI life cycle; and

2) an enquiries and direct support mechanism (in the context of which requests would be dealt with directly by the external partner or by the Commission depending on their nature and scope).

The pilot project is to be set up and carried out over a period of 12 months, with the platform's launch expected for spring 2018.

For the criteria applicable to the tenderer as a whole the tenderer (sole tenderer or leader in case of a joint tender) must provide the declaration on honour stating that the tenderer, including all members of the group in case of a joint tender and including subcontractors if applicable, fulfils the selection criteria for which a consolidated assessment will be carried out.

A tenderer (or a member of the group in case of a joint tender, or a subcontractor) is not required to submit the documentary evidence if it has already been submitted for another procurement procedure and provided the documents were issued not more than 1 year before the date of their request by the contracting authority and are still valid at that date. In such cases, the tenderer must declare on its honour that the documentary evidence has already been provided in a previous procurement procedure, indicate the reference of the procedure and confirm that that there has been no change in its situation.

A tenderer (or a member of the group in case of a joint tender, or a subcontractor) is not required to submit a specific document if the contracting authority can access the document in question on a national database free of charge.

Tenderers must prove that they are allowed to pursue the professional activity necessary to carry out the work subject to this call for tenders.
