Following Regulation (EU) 2017/920 of the European Parliament and of the Council of 17.5.2017 amending Regulation (EU) No 531/2012 as regards rules for wholesale roaming markets, the Commission shall submit to the EP and Council by 15.12.2019 a report providing, inter alia, an assessment of the ability of visited network operators to recover the efficiently incurred costs of providing wholesale roaming services. The overall objective of the study is to estimate the efficiently incurred costs of providing wholesale roaming services by mobile network operators in the EEA. The specific objectives of the study are to 1) further develop and/or update the cost model developed in 2015–2016 in the study ‘Assessment of the cost of providing wholesale roaming services in the EU’ SMART 2015/0006, in order to estimate the efficient costs (including proportionate allocation of joint and common costs) of providing wholesale roaming services (including voice, SMS and data roaming services) in the EEA; 2) to estimate these costs for a generic mobile network operator in each EEA country; 3) validate the cost model and its outcome with national regulatory authorities; 4) in case the Commission decides to propose to amend the wholesale roaming regulation, provide technical assistance on the cost model during the legislative process.
