The purpose of this contract is to provide technical engineering assistance for the quality monitoring of maintenance services for technical installations (HVAC, sanitary and electromechanical installations (including lifts and nacelles) in the buildings of the General Secretariat of the Council (hereinafter referred to as “the Secretariat”) in Brussels.

II.2.4) Description of the procurement

The contract is divided into two parts:
1) control of maintenance of technical installations: the contractor's task will be to assess on a regular basis the quality of the maintenance services provided by the secretariat's contracting maintenance companies on technical installations (HVAC, sanitary and electromechanical installations - including lifts and nacelles);
2) specific expertise: the secretariat may also call on the contractor for certain other tasks such as in-depth research, inventories of new buildings or studies to optimise existing installations. These specific services will be ordered in the form of a number of hours on a time and means basis.
As an indication, the contract includes 2 to 3 technical audits per year on the technical installations of each of the 4 buildings with an estimated area of 387 600 m2 (including superstructure and infrastructure) as well as specific audit services of approximately 100 hours per year.

Such a negotiated procedure may be triggered for additional checks and specific additional expertise relating to the control of the maintenance of the technical installations of the buildings of the General Secretariat of the Council.
The value of the resulting amendment will not exceed 50% of the original contract value.
