3. Explanation

Microsoft is the sole holder of exclusive rights regarding Microsoft software. For this reason, effective competition regarding Microsoft software does not exist. Business continuity and uninterrupted functioning of the IT systems of the contracting authorities require continued contracting with Microsoft.
