During the fitness check on supervisory reporting, the European Commission received additional feed-back from stakeholders (through an open consultation and on a conference held on 4.6.2018) that revealed the need to include in the scope of the DRR Analysis additional Level 1 and Level 2 measures, as well as carry out other specific analytical tasks.

Main site or place of performance:   The tasks are to be performed at the premises designated by the contractor. A maximum of 3 coordination meetings with the Contracting Authority will be held in Brussels.

II.2.4) Description of the procurement

The purpose of the current contract is to improve the contribution to the Financial Data Standardisation (FDS) project and provide additional support to the fitness check on supervisory reporting by including additional Level 1 and Level 2 measures to the analysis (implementing regulations related to CRR/CRDIV, implementing regulations related to MIFIDII/MIFIR, implementing regulation related to Solvency II, Remit Regulation and implementing regulation).The contractor should perform the following tasks and document in detail – in the final technical report – all the obtained results:
— the mapping of all the data reporting requirements included in the additional pieces of legislation,
— define the data points models for the additional pieces of legislation,
— identify possible redundancies, inconsistencies, overlaps, gaps in the financial data reporting requirements in the extended scope,
— provide a holistic overview of the transactional reporting requirements across MIFID/R, EMIR, SFTR, and Remit (on the basis of the reporting tables). In addition, at least 5 examples when for a given instrument different information is being requested in transactional reporting requirements (between EMIR and MIFIR for example),
— draft a report documenting the problems (with concrete examples) that were identified during the analysis of Level 1 and Level 2 measures,
— draft a report on identified overlapping reporting templates,
— other unforeseen additional tasks for ad-hoc work to be identified in the course of the further analysis, such as an analysis of MIFID/R vs SSR to identify means of simplifying/using transaction reporting to satisfy the SSR position reporting.
