II.2.4) Description of the procurement

The European Parliament has a liaison office in each of the capitals of the 28 Member States, 6 regional offices in a few major cities in the European Union, and a liaison office in Washington. It also manages the Maison Jean Monnet in Bazoches-sur-Guyonne. The buildings hosting the Liaison Offices are located in the following cities: Athens, Berlin, Bratislava, Brussels, Bucharest, Budapest, Copenhagen, Dublin, Helsinki, Valletta, The Hague, Lisbon, Ljubljana, London, Luxembourg, Madrid, Nicosia, Paris, Prague, Riga, Rome, Sofia, Stockholm, Tallinn, Warsaw, Vienna, Vilnius, Zagreb, Barcelona, Edinburgh, Marseille, Milan, Munich, Washington and Wroclaw.
The buildings in question are either rented or owned by the European institutions.
The total surface area of the buildings in question is approximately 71 000 m2.
Property management, maintenance management and management of development and construction projects for these buildings are provided by the following two units of the European Parliament:
— Property management unit of Liaison Offices (Unité gestion immobilière des bureaux de liaison(UGIBL)), which provides property management and maintenance,
— Property experience and prospection Europa Unit (Unité Europa expérience et prospection immobilière (UEEPI)), in charge of property prospection and development and construction projects.
To assist these 2 units in their tasks, the European Parliament intends to procure assistance services and architectural and technical advice through the provision of staff:
— either full-time, at the premises of the European Parliament in the city of Luxembourg, while also having to travel regularly to the Liaison Offices (on average 2 trips per month of 2 to 3 days),
— or for specific assistance and advice assignments, in the European Parliament premises in the city of Luxembourg and/or in the Liaison Offices.
The services to be provided by its people are services of advice, design, studies and monitoring of the work.
The services envisaged are of variable volume and technicality, and can cover all the technical fields of the building (electricity, hydro-sanitary, hygiene, special techniques, lifting, fire safety, architecture, structures, stability, structural works, minor works, finalisation, environment, etc.).
Due to the nature of the services, on-site missions are necessary. Therefore, the staff provided will be required to travel regularly (as an indication: 2 to 3 times a month for a duration of 2 to 3 days).
