— provision of country specific information, analysis and trends on the functioning of the justice system for each EU Member State.

3. Explanation

The Council of Europe (European Commission for the Efficiency of Justice (CEPEJ)) has a unique database and data gathering experiences on a certain number of indicators relating to the functioning of justice systems within the Council of Europe Member States. It is updated according to a well-established methodology. Since 2003, the CEPEJ has built up this unique expertise of collecting numerical and statistical data from the Council of Europe Member States on the functioning of their justice systems. The CEPEJ has organised the collection and verification of data through a network of national correspondents, working either in the Ministry of Justice or within the judiciary. With the help of this network, the CEPEJ has developed a set of reliable indicators relevant for the EU justice scoreboard. Member States have underlined the importance of using the input of CEPEJ for the certain indicators presented in the EU justice scoreboard and have supported the cooperation between the Commission and CEPEJ. The unique expertise, methodology and network of the CEPEJ make it the sole operator in Europe that could provide the Commission with reliable and objective data on certain indicators of the functioning of justice systems within the EU Member States.
